Anyone can build a simple life. You can start with nothing, then take it from there.
A simple life is achieved by a series of quiet incremental adjustments to your existing routines over time. You can live in a high-rise apartment or a normal suburban house, you can be single or a couple or a huge extended family, you can have a fancy career or be on a pension, you can be a 'city slicker' or a 'country bumpkin' or spend your day in a suit or harem pants - wherever you find yourself, you can build a simple life starting right now.
Over time, a simple life will save you money, clear your anxieties, create purpose and meaning to life, find you new friends that you can trust, increase your energy levels and build your skills exponentially. A simple life will make you more resilient, resourceful, grateful and self reliant - all slowly waning qualities in western societies across the last 50 years.

My own journey to a simpler life (still emerging and evolving) started on a public holiday when the shops were shut and I needed kitchen surface spray. You can read that story here. This story proves that a simple life can start anywhere and in the most insignificant way.
There is so many ways to execute a simple life. The important thing is that any changes you make and skills that you learn are meaningful to you. Your simple life is meant to align to your core values. Slowly changing to a simple life feels, and is, aligned to what you believe to be important to you, your family and your neighbourhood or chosen community. Copying exactly how others live a simple life is pointless - it must have meaning and purpose for you. Cut and paste the ideas of others that truly interest you and thus make your own beautiful collage of simple living skills and routines.

It only requires you to simply lean in to a single change of how you live to start the ball rolling for building your new simple life. Don't try and do all the changes at once. Thinking about the things you would like to do and be and then building these new skills and actions incrementally into the weave of your life is the best way to make your new simple life grow and thrive.
